这里因为 relative clause 离修饰词太远,所以重复 rules 来让读者知道是什么一回事。这个 relative clause 省略了两个词:rules that are intended to ensure . . . 。如果没有了 rules,那个 that 到底指什么就很难断定。

两句之间不是没有连接词了吗?前面半句是完整的,后面是rule引导的句子,这样的句子是成立的吗?首先我就会只看D和E,还有个联系。。。不好意思,请赐教!!谢谢!!

rules intended . . . 不是分句,所以不用连接词。如果扩展为 rules that are intended 的时候,连接词就是 that。

D 错是在后面那个 that,应该是指 patients,但却令读者以为是 emergency room。

E 错是因为 one nurse at least to be assigned for every four patients put through triage in a hospital emergency room 是个分句(one 前面省略了个 that),但是这个分句没有动词。还有就是 every four patients put through triage ina hospital emergency room 很别扭,虽然不是错,但是十分丑恶。

这是因为这是很正式的英文,文言味道很重。现代英文通常不用那么长的句子的。这句通常是在逗号那里分开为两句的。
